About Us

What we do

Those working in health and care want to ensure that the public receive the best possible care they can, however, this often means making tough decisions. These might include where and how services are provided, how limited funding should be invested or how information should be shared to support healthcare delivery and research.

It is difficult to authentically involve citizens from increasingly diverse communities in complex initiatives such as policy development, strategic planning and agreeing priorities. Often health and care organisations consult the public but have a limited understanding of what drives people’s values, and their actual expectations in the context of a constrained environment, and how they weigh up trade-offs.

Finding a way to genuinely explore people’s expectations and make sure the perspectives of diverse communities are used to shape solutions is more critical than ever.

The Ipsos UK-ICHP Deliberation and Engagement Partnership provides health and care decision makers with the tools and support they need to effectively involve citizens in policy development and decision making, addressing complex problems that impact everyone and helping to build trust and relationships between official bodies and citizens.

We bring together leading expertise in public deliberation, dialogue and engagement with a deep knowledge of healthcare policy and delivering complex change across health and care sector. By collaborating, we can combine resources, skills, and expertise to produce more impactful engagement across the fields of health, data and science.

We are uniquely placed to understand the challenges our clients face and support them to meaningfully and authentically involve citizens in their work so that together they develop better policies and plans, and can have more confidence in their delivery and impact.

What is deliberation

Deliberation is a progressive form of public engagement. It can successfully help to shape public policy due to its ability to provide informed and considered public opinion. ​It convenes ‘mini publics’ reflective of a broader population over an extended period of time. ​

​Participants are informed by experts and supporting stimulus about the topic/s in question. ​They are then invited to explore and deliberate trade-offs associated with these.​

​This method creates an opportunity for decision-makers to understand public views that are carefully considered and rooted in real-life context. ​This leads to more trusted and supported policy in the longer term.

Deliberative engagement tends to be used to address complex problems that impact on everyone. ​This form of engagement can help build trust and relationships between official bodies and citizens.​

Ipsos-UK Social Research Institute

Ipsos UK’s Qualitative Research and Engagement Centre (QREC) comprises experts in qualitative methods, dialogue and public engagement, specialising in bringing the public voice into policy making.

Grounded in high-quality, inclusive and ethical processes, our work delivers the robust insights needed to make people-centred change. Our rigorous approach to research and engagement means that we are trusted to deliver complex and high-profile studies that help policy makers build public engagement and a true understanding of how policies and public services are working for citizens. Our deliberation and engagement partnership also benefits from the health and social care policy team within Ipsos UK’s social research institute. A team of specialists in health and care policy research, patient experience measurement and programme evaluation.

Imperial College Health Partners

Imperial College Health Partners (ICHP) is a partnership organisation bringing together NHS providers of healthcare services, clinical commissioning groups and leading universities across North West London. We are also the designated Academic Health Science Network (AHSN) for North West London.

We were created by the NHS to support complex change across the health and care sector – innovating and collaborating for a healthier population.
